Not too much of a complicated origin for this guy-- There was a former supervillain called Cyclone, and this new guy was given the old battlesuit and made a name for himself as the new... CYCLONE!
When he first appeared, it was in the then-new and then-hot Thunderbolts series, issue 3 (1997), by Busiek and Bagley, among the new Masters of Evil and having no real distinction beyond a snappy attitude and thick French accent that made his dialogue spell funny. The Thunderbolts, the Masters, and even Cyclone got a bit of popularity at the time, and Cyclone was brought into a few other storylines, including one in the Avengers where it was revealed he was a high-ranking member of the European organized crime family.
But fans are a fickle bunch. Cyclone's one-note distinction, his personality/nationality (or is that two notes?), was too cliche for its own good, and he's slipped into a footnote of history and only appears now in obscure-character biographies sites like this one. C'est le vie!
